Three people were killed and 11 wounded when a suicide bomber detonated a car full of explosives at a restaurant on a highway near the Iraqi city of Tikrit on Wednesday.
Police said the attacker targeted the Qala'a restaurant which is usually frequented by members of the security forces and paramilitary fighters.
No group claimed responsibility but ISIS militants often carry out such attacks.
Iraqi security officials said ISIS is likely to wage an insurgency after its militants were driven out from large areas of the west and north.
Since then the group has waged a campaign of kidnappings and killings.
