Traditionally, hundreds of thousands of motorists create traffic chaos on the emirate's roads on December 31.

As residents try to make their way to parties across the city, visitors from other emirates are arriving to watch fireworks at Burj Khalifa, Burj Al Arab and The Palm Jumeirah.

More than a million people are expected to travel to Dubai for New Year's Eve, said Maj Gen Mohammed Al Mansouri of Dubai Police, the deputy chairman of the Committee for Securing Events on New Year's Eve.

"This will create a multitude of challenges, and the most important of these challenges is traffic congestion, which extends to large areas of the city, paralysing transportation sometimes."

The problem is "a complex weave of obstacles that no one party can solve alone", he said. "So we stress the need for everyone's cooperation to solve the congestion problem."

The committee includes representatives from the police, Civil Defence, Dubai Health Authority, the Roads and Transport Authority, Dubai Ambulance Services, and representatives from Emaar Properties, and Serco, the operator of the Dubai Metro.
