Confusing announcements and abrupt policy changes by banks in response to an ongoing international fraud is producing confusion among debit-and ATM card customers and weakening confidence in the country's financial institutions. Five days after major financial institutions first issued curt notices via text message urging customers to change their personal identification codes on their ATM cards, there appears to be no common strategy by banks to deal with customers and no singular policy set by the Central Bank to deal with the rash of fraudulent activity.
