Are the Al Ain authorities right to fine mall smokers rather than shops and cafes?

Smokers lighting up in Al Ain's shopping malls will soon face fines, say health officials. Previously, if someone was caught smoking in a cafe or restaurant, they would fine the owners of the commercial establishment. Which is better? Tell us your view.
