Is the UAE doing enough to meet the UN's call for countries to have greener economies?

The UN says countries should move towards more eco-friendly economies. Is the UAE doing enough to green its economy? Is it fair to expect developing countries to adopt expensive environmental standards at a time when many of their their economies are catching up with the West?
