I have an unpaid credit card bill in Saudi Arabia. I have been working in Dubai for one year and I am planning to apply for a credit card. Can Dubai police arrest me (based on my debt in Saudi Arabia)? RG, Dubai

Unless a debt is substantial, unpaid debts are not often pursued across borders. However, a bank can sell on a debt so that someone in the UAE could request repayment. If you then fail to repay the debt a police case can be taken out against you that could result in a court case and, potentially, imprisonment. You have a responsibility to repay any money that you borrowed – both legally and morally – and it is foolish to take on more debt when you have not paid existing debts.
